Au Révd Messire J.N. Ritchot
The President of the Provisional Government of Assiniboia (formerly Rupert’s Land and the North West) in Council; do hereby authorise and delegate you the Reverend J. N. Richott, John Black Esquire and Alfred Scott, Esquire to proceed to the city of Ottawa and lay before the Dominion Government the accompanying list of propositions and conditions as the terms upon which the people of Assiniboia will consent to enter into Confederation with the other Provinces of the Dominion. You will also herewith receive a letter of instructions which will be your guide in the execution of this Commission.
